Yours of the 12th Feby inclosing the Recpts & Draft of
John Upchurch and of the 14th rellative [sic] to the Draft [?]
purporting to be drawn by you a favour of Upchurch dated 2d June
1822, or 42 12 [?] arrived a few weeks
past by the same days mail - A few days before the arrival of
your letters Mr Upchurch [imigration? ?] when to the west
and [?] to that circumstance, I have not been able to comply
with your instructions - The answer has been delayd [sic] with
a view to obtain [?] information relating to the transaction
as possessed by other persons and the result of [?]
authorizes a strong belief that statements made by Mr
Upchurch are not entited to the fullest confidence

it appears from such information as I have been able
to procure that John Upchurch contracted to carry the
mail from Sparta Ten to Monticello Ky. that when he applied
for the mail at Sparta, it was refused until he would
[? ? ? ?] security for his complyance [sic] which he was ^unable to do

the mail was carried under the contract made with Upchurch
and the money recived [sic] for it and generally believed with the
consent and agreement betwen [sic] Mr Upchuch and the person
who carried the mail - The recipts [sic] and draft are in
the hand writing of James Whiteside formerly Post Master
at Monroe Ten who I am informed carried the mail during
the time for which John Upchurch contracted -

In answer to yours of the 14 July 1824 I have only to say
that Mr Upchurch's removal before I reced
it deprived me of assertaining the fact you [wished?]
to [formed?] - It is probable you will
find much dificalty [sic] in procuring any correct
[?] satisfactory account of the transaction and to
[?] the [?] of the Department against a
[?] imposition I think it advisable to make
