Sir.

The undersigned Commissioners appointed
by you on behalf of this State, in compliance
with your instructions to them met the
Commissioners from Alabama, on the eleventh of
September at Athens in that state. After a
Conference it was agreed that the information
desired by the States could not be procured but from
personal observation and examination of the Muscle shoals,
this course was agreed upon, and the result of a minute
examination is herewith communicated to you in a
Joint report of the Commissioners of Alabama and
the undersigned
