The case of Albert F. Keeble was laid
before my predecessor in office, who in
consideration of the promises remitted
a part of the sentence (to wit) the
branding, and refused to grant a full
pardon, embracing the imprisonment.
Application has been made again was again made, to
the present Executive with an accompanying
Petition - it was not granted - A second
application is made signed by many
members of the General assembly - but
no new cause is suggested for ^the exercise
of executive clemency, and no additional
reason urged, that was not presented
to the former Governor. I therefore
consider it wou'd be improper on
the present occasion, to revise an act
of a former administration, that woud
be a manifest censure upon its court
believing as I do, from the papers & documents
that the former Governor woud have
granted a full pardon, if it had ^it been
proper that he shoud hve done so
