In obedience to a Resolution of the Legislature of South Carolina, I have the honor to transmit to you a copy of the Report and Resolutions, adopted at its recent Session, in relation to the controversy between New York and Vir= ginia, together with a certified copy of the Act of the General Assembly on the same subject; and have to request, most respectfully, that you will lay them be= fore the Legislature of your State.
