Jonesborough Ten.
12th February 1816.

I do certify that at the date of those receipts I
I was acting Quarter Master of the 1st Rife Regt
under the command of Major L. Morgan, that
advanced the money out of my own private funds,
the reason that the receipts were taken in the name
of Major Morgan was; he informed that he had
public money then in his possession, that he would
refund my money, and take the receipts and
place them to his own account with Government
[?] before we came to any settlement, the major
was unfortunately killed which rendered impossible
for me to get them settled with him. And I
have never receved [sic] any compensation for the
receipts neither from Government or any other
[source?] and am entirely at a loss to know how to
[get?] them settled.
