Nashville 23. April 1816

Sir

The enclosed Papers were brought to this place
on yesterday by Capt Robert Boyce. from Kentucky
Mercer County. he came in pursuit of his negro
and of Joseph Conway who stole his negro- he un
derstands Conway is in Bedford County-
he expected to have met with the Governor here
to procure the necessary authority to an arrest him
and convey him to Kentucky for Tryal [sic].

he has procured me to forward the enclosed pa-
pers to the Governor with a request to issue a
proclamation or process authorizing said
Conway to be arrested -

By examining the act of Congress passed Feb. 12th
1793 vol 2.d page 165- you will find how
the proceeding is directed. I have [selected?]
the form of a process required by this Act to
be issued in such cases. This must be under
the Great Seal of the State

Mr Boyce will wait here untill [sic] the return of
the mail and will act as the Agent of the
