the Circuits there is nothing in that, suppose a cir
cuit so situated as not to have a man in it
capable of discharging the duties would you reflect
for a moment what course to take no I am
perswaded [sic] not- Your excellancy [sic] also discovers
the legislaturs [sic] never pay any attention to locality
and let who will be appointed he must reside
within the Circuit
