Columbia Sept 4th 1820.

To his Excellency Joseph McMinn Esquire

Sir,

I am inform'd by Mr James Scott of Vernon that he is a candidate for the office of solicitor general in his District. Mr McMeans having resign'd. I have been acquainted with Mr Scott while a student of law, & for some short time since he commenced the practice.

In point of talents, accuracy of legal informa tion and practical efficiency, I believe a better appointment could not be made in his Dis trict. He would fill the office as ably at present as any one in that section, on whom your excel lency would have it in your power to confer the appointment, and from his talents, habits of study & laudable spirit of ambition I think it a just and impartial calculation that he will fill the office, much to the interest of the State

& to his own reputation. Since he wishes the appointment & as I think, all things consider'd, he is unquestionably en titled to it, permit me to express my warmest wish that he may have the honor of receiving your approbation.
