To his Excellency the Governor of Tennessee
From the tender and fatherly care with which you watch over the rights and interests of the most humble and obscure of your people, I can not I am persuaded do you a more acceptable service than by pointing out to you the notice of your Excellency one who is on every account worthy and deserving of patronage. Such a one I pledge myself to your Excellency is Mr James Scott who applies to your excellency for the pro-tem appointment of Attorney General in the lower Circuit Mr Scott read some time in my office and thereby afforded me an opportunity of becoming well acquainted with his principles and pretentions. and I have no hesitation in assuring your Excellency that he is a gentleman of unbelemished characer, of good capacity, tolerated acquirements, and unceasing industry. and that I beleive [sic] him to be quallified to fill the office of attorney General If it should accord with your excellencys views to confer that appointment on Mr Scott you will at the same time impose a lasting obligation on one who entertains
