Sir,

Your favour of the 26th of Nov. last is at
hand & its contents noted.

In reply I must observe that William [Many? Manis?]
was committed to the Jail of this (Buncombe)
County on the 13th of August last, under an act
of the Legislature of this State, passed in 1809,
authorizing the apprehension & confinement of refugees
from other States. By the provisions of this act
I am authorized to detain him in prison, six months
unless sooner demanded by the Executive of Tennessee.
He is now in close confinement & will remain so
subject to the demand of your Excellency, through
the Executive of North Carolina untill [sic] the 13th
of Feb. next.
