SIR-I have the honor to transmit to you a report, approved by the General Assembly of this State, with
accompanying resolutions on the subject of certain proceedings of the Bank of the United States; and to request
that you will be pleased to lay the same before the Legislature of the state, over which you preside, the expres-
sion of whose opinion on the matters contained in the said report and resolutions, is requested by the General
Assembly of this State.
