State of Tennessee, Hickman County
Whereas John B. Phelps of Warren County was
convicted of Horse stealing at the September Term
of the Circuit Court for said County and sen-
-tenced to receive the punishment of the Law pre-
-scribed therefor to wit, that he remain in close
prison six ^months from 13th Sept. 1821. that he be taken
there from on the 16, 17, and 18th October next &
on each day to stand three hours in the pillory
& on the last 18th to receive on the bare back
twenty lashes and be branded with H.T on the
brawn of the right thumb and thence be re-
manded to prison till the expiration of the
aforesaid six months. Now this to pray
the Governor of this State as the regular
authorised and Constitutional power to re-
mit and reprieve the aforesaid Phelps as
to so much of his punishment as related
to the imprisonment of his person after
the aforesaid 18 October when the other punis-
-hment is to be inflicted - as perhaps the
balance would suffice and the County of
Hickman be released from the payment of
considerable cost, that it would otherwise incur
