Knoxville T. Sep. 24, 1841 To his Excely. J.K. Polk I inclose by this days Mail a pamphlet containing the proceedings H.H. of the stockholders of the S.C. & C.R.R. Co. in the case of S. Carolina permitting the stockholders in Tennessee to withdraw from the Co. _ The provision extends, as you will see in section 3 of the [illegible], to the States _ she paying $2.40 on each $100.00 subscribed by her to the road _ that sum being the amount expended by the Co. in making the (surveys?) with the State of Tennessee _
By my official report of Dec. 10. 1840 to your excellency to which I beg leave to refer, you will perceive that on my motion the (maps?) (as?) [illegible] H. of the surveys in Tennessee are surrendered to the States & [illegible] stockholders _ & will be of benefit in fu ture to our works of Internal [illegible} Justice & good faith to the [illegible] to South Ca rolina will regain an appropriation by the Legislature that will cover the

amount escpended in the Tennessee surveys & interest on that amount since it was disbursed: inasmuch as the Banck of Tennessee refused to pay at the time it became due the five per cent due to the Co. upon the Bonds of the State now in its possession. Individual stockholders having lost the interest on their part of the expense of surveys the State cannot object to bear the same loss _ I am Very Respectfully J.G.M. Ramsey Agent of the S. C. & C. R. R. Co.
