Coming as you do, gentlemen from the various parts
of the state you know the wants and wishes of the people
and will endeavour to apply the proper remedies, and
if you can dispose of the business of the state so as
to render it unnecessary for you to meet again before
the period prescribed by the Constitution it will give
me pleasure.

In all your deliberations I need not remind you
to have a due regard to economy and the resources of
the State. Wherever my Co-operation may be necessary
in carrying into effect the measures by you deemed proper
rest assured that I shall with chearfulness undertake
the task. May the supreme ruler of nations direct
to ad happy issue all our efforts to promote the happiness
of our common Country
