I am sorry to observe so much opposition to the raising of a
regular Army- I need not observe to you, or any other military
Character, how inadequate a militia only, will be to that
of protecting
the protection of our Country against invasions of regular armies.

If we America become invaded, and Militia, only to oppose to the
enemy, I shall fear very much the protection of the Country will
be ^a feeble ^one indeed - permit me to observe, that in case
a war actually takes place, however disagreable and
burthensome regular armies may be, they must inevitably
be resorted to, for the efficient & permanent protection
of our Country. -

I have the honor to be with
great regard & esteem, sir,
Your mo obed.t serv.t
