Knoxville 1th May 1799
Sir
Yesterday I received a letter from
the Executive of the State of No Carolina, requesting
the [?] me to de cause all the books and papers
of the Office kept by you at Nashville, to be delivered
to General [space] Willis and Francis Locke esquire, who
are appointed to receive & convey the same to that
state; but I canno do not conceive myself authorized
to order ^or permit the removal o f them ^to be removed from this state, but have
without the approbation and consent of our Legislature, but have
consented for General Willis and Mr Locke to take
transcripts of the Books, and such papers of your
Office as they may deem necessary to enable the
Government of No Carolina to correct such frauds
as have been committed in obtaining Grants on Military
warrants, which I hope, and request you will permit
them to do in your Office and under your care
