Knoxville 8th March 1797
Sir,
On the 29th January ultimo I was
honored with yours of the 12th & 13th
of the same. I should have answered
them immediately but was
then on a journey through the
lower Cherokees & expected to be
at this place as soon as a runner
could have arrived, the high waters prevented
me. I will attend to the particulars
their order.
The law of Congress and adverted to in your
first, has, I believe, generally give him the same
impressions what you suggest at first
view. I know it did on me. But from
a more accurate examination I think
it demands a different construction.
In the preamble it is said "Be it
enacted &c that the following boundary
