The refusal to deliver the books obliged the General
assembly to act upon that subject again in December
last and in consequence of the resolution
here with inclosed passed on the 24th of that
month I have appointed and authorized General
John Willis & Francis Locke Esquire or either
of them who may have the honor of handing you
this letter, to call upon your Excellency for all the books
and papers of that Office now remaining in your
possession or of any person under your order
and authority, and I have to request this
favour of you to cause them to be delivered
to them or either of them with as little delay
as possible, as the state has already incured
a considerable expense with respect to them
with no other view than a sincere desire
to discharge a duty she conceives she owes
