Knoxville 28 May 1804.

Sir

Your favour of the 15th instant together, with Messrs Pipkins and
Joslins, also and a Certificate of Sheriff Boyds, enclosed which were directed to your
self
have come duly to hand - there has been no objection opposition
to
opposed ^to prevent Mr Pipkins being commissioned -I believe that the
return was some time long coming to ^our hands, but the delay of the commission has
been
^here chiefly occasioned by Mr Maclins being ^intirely drained of
the materials necessary for compleating the Commissions.
He was disappointed by one of the Merchants and had to
send a second time, who have ^and has but very lately received a small
supply - We were apprized of the time of the election for Brigadier
and intended by no means to omit sending the Commissions ^forward in time, for
my own part I did not think ^conceive any inconvienancy could arise, provided
the Commissions went forward before the day of the election, which
will be the case, ^they will be forwarded from the post office on friday first
day of June, and they will certainly arrive time enough previous to the
election - I assure you sir, that there has been such a deluge of
business on our hands that it has been with difficulty we could discharge
that of the most important - I have the honour &c &c
