was not brought before our Legislature
Believing as I did that the claim was not
founded in law, I conceived that by its laying
at rest, for some time there would be an op=
=portunity given for the unperfected claim
arising under No Carolina, to be settled, and
ripened into Grants, when the surplus would
appear much more inconsiderable in the view
of Congress, and Consequently a better chance
to obtain it or a part by Negotiation
That by Pressing that subject now it
might alarm the state of No Carolina and
their representation in Congress, and Consequently
the State of Tennessee loose the Co^operation
of the No Carolina Members in Congress -
When it is said an alarm may take place
it was predicted upon a supposition that
No Carolina might suppose that Tennes=
=see after getting the right to the surplus of
Congress, woud proceed to Issue Grants in
Exclusion of the Claim, Arising under the
State of No Carolina -
