irreparably ruined for the [page damaged] of contracts, from which by
an Act of Law, in an other [page damaged] are entirely precluded
Your petitioners beg leave further to represent,
That in many Cases Contracts have been entered into, wherein
both of the Contracting parties were residents of this State,
upon the Supposition that the Embargo acts would be repealed
previous to the time limited for the payment of the money, by
which Measure of Government, produce which is now Scarcely
Vendible, would have Commanded a fair and reasonable
price, and the same property transferred at the time of making
the Contract although these purchased at a low price, would not
now (in Consequence of the Continuation of the Embargo Acts, and
the extreme scarcity of money) if sold under Execution, Com-
mand more than One fourth of its intrinsic Value ~
For these and other Considerations, Your petition=
ers pray your Excellency to issue a proclamation Convoking
the General Assembly as Speedily as practicable, and your
petitioners will forever pray &c~
