Washington Octob. 29' - 1862

My dear Bob:

Only a few lines in the hurry!

After the first enjoyment in your family is over - you will allow an old friend to congratulate you on your save return! No matter how much more information science might have received by your staying away any longer - we are glad now to see you back again.

Alas! you found the Country in much confusion. All that we have gained has been dictated by the necessity of circumstances! But where are now the great principles of the declaration of the independence? Where is the enthusiasm of former days? The whole policy has been in buying up doubtful friends and making concessions to doubtful states. Even the last proclamation contains no principle - it is a mere "war[underlined] measure"! Give our best regards to all the members of your family and come here soon to see yours Carabus
