Petersburg Decbr. 11th 1770 Esteemed Friends
I have recd your favour of the 3d inst by Hugh & John Wood, but it being a very rainy day can't possibly get the Tobo. Inspected to send an accot. by their return. There is a new warehouse [?ed] at Blandford but the Houses are not finished of they are so crowded that there is no getting the Tobo. either look'd at or Housed for some time the Hhd: you desir'd to be sent to the Warehouse before is not yet Inspected, I was there yesterday to get it done but could not as there is no market for Tobo. & very little yet Ship'd of I expect in about two weeks more all the Warehouses here will be so full there will be no getting anymore Tobo. into them. I forgot to mention to you before that it will be necessary for you to get orders upon the Inspectors from different People you have Tobo. from before you can get notes for it, Our last assembly made a Law, (which I think will be very inconvinient & attended with no good purpose that the Inspectors shall not give out a note nor deliver a Hhd: Tobo. except to the Planter himself or by a particular order from him nor give any person a Transfer note that has not at that time Transfer Tobo. lying at the Warehouse. Capt. Coats put into Norfolk to refit & as soon as I heard of his ship being come up the River I wrote to the Person that Loads him & get your other Cask which I have now sent you & 18 Sacks Salt it was with great difficulty I could Load these Waggons I believe there is not Ten Sacks Salt left in this Town & there is no certainty of any more arriving soon, I am with respect Your assured Friend Edwd Stabler
