The Board of Trustees of the University of North Carolina met in Special Session in the Hall of the House of Representatives, State Capitol Building, Raleigh, North Carolina, at 11:00 o'clock A. M. , on Friday, January 25, 1963, Governor Terry Sanford presiding, Arch T. Allen, Secretary.
The meeting was opened with prayer by Dr. Charles F. Carroll.

Mr. Esser has been appointed by the State of North Carolina to work with a new agency on cooperative community and governmental action in meeting economic, educational and social problems of the State. Daniel O'H. Price, Director of the Institute for Research in Social Science, is recommendbdTor a leave of absence with partial salary of $8, 500, from July 1, 1963 for one year, in order to accept a Department of Health, Education and Welfare grant to work at the Center for Advanced Studies in Behavioral Sciences at Palo Alto, California. David R. Hawkins, Professor, School of Medicine, is recommended for a leave of absence, with base salary, from September 1, 1963 for one year, in order that he may work with distinguished men in his field m England an F ranee. S. Shepard Jones, Professor, Department of Political Science, is recommended for a leave of absence without salary from August 1, 1963 through January 31, 1964, and with salary (Kenan Leave) from F ebruary 1, 1964 through August 31, 1964^ in order to accept an invitation to serve as Visiting Professor at the Naval War College. James W. Prothro, Professor, Department of Political Science, is recommended for a leave of absence, without salary, for the academic year research while in residence under grants from the Rockefeller Foundation the Social Science Research Council.

Proposed new Salary Scale for the Schools of Medicine and Dentistry, to be effective as of July 1, 1963. This was approved by the Trustees Health Affairs Committee on July 1, 1963.

Thomas Sanderson Baldwin, as Assistant Professor of Psychology, School of Education, at annual salary of $7,600 from College funds, effective September 1, 1963. This is a replacement for James Brown Grier. Born 1932, Orangeburg, South Carolina. Married. Two children. Resignations
Paul Marie-Jean Buisson, Assistant Professor of Architecture, School of Design, at annual salary of $7,250 for nine months will resign June 30, 1963, in order to accept a position as Associate Professor in the Department of Architectural Engineering at the University of Miami.
James Peak Everett, Jr., Assistant Professor of Animal Science, School of Agriculture, at annual salary of $7,800, resigned May 31, 1963, in order to accept a position with the Ralston Purina Company, St. Louis, Missouri.
Harron O`Berry Floyd, Jr., Assistant Professor of Physical Education, School of General Studies, at annual salary of $6,600 for nine months, resigns as of June 30, 1963, to accept another position.
Bryson Lemoine James, Extension Associate Professor of Horticultural Science, School of Agriculture, at annual salary of $8,500 for twelve months, resigned May 31, 1963, to accept a position with the Hercules Powder Company.
Clayton Payne Libeau, Extension Professor of Agricultural Economics, School of Agriculture, at annual salary of $9,500 for twelve months, resigned June 30, 1963, to take another position with the U. S. Department of Agriculture in Washington.
James H. Wahab, Professor of Mathematics, School of Physical Sciences and Applied Mathematics, at annual salary of $12,500 for nine months, resigned June 30, 1963, to accept another position.

On motion of Mrs. Lathrop, duly seconded, the above report and recommendations of Chancellor Singletary were unanimously approved.
Vice President Anderson
Dr. Anderson presented the following recommendation for establishment of Bachelor of Arts Degree at State College, and it was approved:
"Chancellor Caldwell has submitted a proposal for the Bachelor of Arts Degree at State College. The Board of Trustees at its meeting on January 25, 1963, approved the Bachelor of Arts Degree at State College in principle. The specific proposal submitted by Chancellor Caldwell has been reviewed by the appropriate deans of the three units of the University and they have recommended unanimously its approval. I am therefore requesting your approval of a curriculum leading to the Bachelor of Arts degree at the Raleigh campus of the University."
Bachelor of Fine Arts Degree at the University in Chapel Hill
Dr. Anderson also presented the proposal for a Bachelor of Fine Arts Degree at the University in Chapel Hill which was held over from the Special Meeting of the Executive Committee on May 27th. This matter was again discussed at some length, and Mr. Bryant moved that it be approved. The motion was duly seconded and it was put to a vote and carried with three members voting against its approval, Mrs. Lathrop, Mrs. Burgwyn, and Judge Mintz.
Speakers Bill
President Friday then referred to the recent action of the General Assembly in enacting the so-called "Speakers bill", and stated:
"Apart from a decision as to how the Board of Trustees shall carry out the duty which is placed upon it of enforcing this legislation, we must consider the harm that the legislation does to the idea and ideals of the University and how we shall proceed to remedy that. We believe that the only admissible course of action is to exert every effort to secure elimination of the legislation at the earliest opportunity.
