No. 131 Reports:--

Salt Lake City, Tues. Nov. 16, 1915.

Today at 6:00 PM I called at 404 E. 2nd So. and rented a room at this place from a Mrs. Peterson.

After going upstairs, Mrs. Peterson showed me a front room which I rented for a week.

At about 8:10 PM I saw a man leave #402 E. 2nd So., which is the end house of a row of terraces. This man ran a short distance, going east on 2nd South. I followed him to between 6th and 7th East on 2nd South, where he turned and went south on Modern Place.

I returned to #404 2nd South but did not observe any others enter or leave #402 2nd South and at 12:00 PM discontinued.

No. 129 Reports:

Salt Lake, Utah, Tuesday, Nov. 16, 1915.

This evening at 5:00 o'clock I went to the vicinity of the I.W.W. headquarters where Opt. 37 was to designate Mr. Rowan to me. Opt. 37 went in several times but did not find him until about 8:00 P.M. He then gave me a description of this man and I passed the headquarters where I saw him sitting talking to several men.

He came out at 9:45 P.M. and walked east on 1st South with another man. They walked as far as State St., where the other man entered the bar. Rowan walked south on State St. alone and entered the Opera Bar on State St., a few doors north of 2nd South. He came out in a few minutes and walked east to Commercial St., where he entered Herman Kuhn's Saloon about two doors north of 2nd South.

I noticed a man standing down near the Headquarters and he followed Rowan everywhere he went. He entered Kuhn's Bar a half dozen times during the time Rowan was in there. Rowan came out at 12:00 o'clock midnight and walked to 2nd South and State, where he entered an alley a little east of State St. in back of the saloon. He came out in a few minutes and went to the Chili Parlor on State St., then returned to this alley, after buying a cigar. He met three or four other men in this alley and they walked on down the alley. I could not follow them, but waited a short time and as the Subject did not come out again I discontinued at 12:45 A.M. This man who was watching Rowan was still there, and is described as follows:

Age 45, height 5 ft. 9, weight 175 lbs. , light tan hat and dark overcoat.

Salt Lake, Utah, Wednesday, November 17, 1915.

This morning I went to the vicinity of the I.W.W. Headquarters and waited for Mr. Rowan, the Secretary, to make his appearance. He entered this place at 10:55 A.M. and remained there until 1:00 P.M. He then went to Sorenson's jewelry store on E. 2nd South, and in a short time returned to the hall again.

At 4:35 P.M. he came out and walked to Main and 1st South St., where he put a letter in the mail box and then walked south to the Salt Lake Tribune office, where I lost him as I could not get too close on account of him turning around several times.

I then returned to the vicinity of the I.W.W. hall. About 8:00 P.M. I saw him come out with a number of others. They locked the place and went to 2nd South and Commercial St., where they held a street meeting. Rowan talked for about half an hour, then another man talked until about 9:30 P.M. when the meeting was closed. Rowan then walked west on 2nd South with a large crown and at 2nd South and W. Temple, three men one of whom I thought was Rowan walked west on 2nd South, but on arriving at 2nd West St., found that it was not Rowan. I then returned to their headquarters, but he had apparently left there. I tried to find him on 2nd South visiting the different saloons he frequents, but was unable to locate him. I discontinued at 11:30 P.M.

No. 131 Reports: Salt Lake, Utah, Wednesday, November 17, 1915.

Today I resumed operations at 6:30 A.M. and watched for anyone who might enter or leave No. 402 E. 2nd South St.

At 7:30 A.M., a man about 21 years of age, height 5 ft. 9, weight 155 lbs., left the house mentioned, returning about 8:00 A.M.

At 11:45 A.M. a man described as follows left the house:

No. 1. Age 38, height 5 ft. 9, weight 175 lbs., smooth shaven, sandy mustache wore light fefora hat brown suit.

and at 12:30 P.M. I saw another man, described as follows, leave:

No.2. Age 32, height 5 ft. 10, weight 160 lbs., dark hair, smooth shaven, wore black soft hat and light gray overcoat.

I then phoned the office and was instructed to wait until these men returned and get the description of whoever they brought back with them. At 3:45 P.M. No. 1 returned alone. About 4:50 P.M. an automobile stopped in front of No. 402, a man, who is described as follows, went into the house, where he remained about 20minutes.--

Age 28, height 5 ft. 9, weight 160 lbs., light brown hair, smooth shaven, wore cap and long dark overcoat

This car was No. 4142, an Overland and had a varnish scar on the radiator on the right side.

At 6:30 P.M. No. 1 left the house and walked west toward Main St. on 2nd South. I boarded a street car and got off at 2nd South and State, where I waited until suspect No 1. passed me going north on State. At State and 2nd South he met a man roughly dressed described as follows:

Age 42, height 5 ft. 11, weight 185 lbs., hair slightly gray, wore mustache and stubby beard.

The two men walked north on State to 1st South, west to West to West Temple, south to 2nd South, east to Main, where they went into the White House Bar. They had a drink then went across the street where they stood in front of the United cigar store about 5 minutes. From there they went east on 2nd south to State, where they separated. No. 1 waited on the corner of 2nd South and State about 10 minutes, when he met a man described as follows:

Age 22, height 5 ft. 7, weight 150 lbs., wore dark hat and mackinaw coat

The two of the walked back on the north side of 2nd South St.

131-17 -2to Main St. where they were met by two more men described as follows:

Age 30 height 5 ft. 11, weight 175 lbs., smooth shaven light hair, grey eyes, wore dark fedora hat, gray suit of clothes.

The four men talked about 15 minutes when they walked east on 2nd South to Commercial St. The man wearing a mackinaw coat stopped on the curb and listened to the IW.W. orator and the other three mingled with the crowd and remained for a short time going east to State St., where they boarded a Murray car at 8:45 P.M. going south.

I then returned to No. 402 E. 2nd South, but saw no lights upstairs which is occupied by the suspects.

Up to this time I have not seen anyone answering the description of the I.W.W. leaders given me, in the vicinity of the house at 402 E. 2nd South St.

At the I.W.W. meeting I recognized Jack O'Brien from description, but did not connect him with the suspects living at 402. I also observed Dynamite Joe Donovan, but was unable to connect him with anyone except Jack O'Brien. I discontinued at 12:00 P.M.
