High Street and yet the Street is treated as an alley by the City.

This part of High Street is much traveled despite its dangerous
condition, it is surprising that we have to thus petition, as the Street close to
and well located, speaks for itself, and on wonders why there has been such neglect
by the City Authorities.

We petition that the Street be treated as High Street just above us,
which is simply justice to us and protection to the welfare of the City. We also protest
at the fromer neglect and we ask for some explantion as well as a just consideration
of our petition.

make up an estimate and report back.

We, the undersigned, agree to pay one dollar ($1.00) front foot, if the
City will build an asphalt Street on Graves Street.

Letter from the Piedmont Oil & Gas Co., ( Signed) L. W. Scoville) and
Herbert Binckwits were attached to the above petition agreeing to the terms mentioned
therein.

The following petition was referred to the City Manager:

July 20, 1823.

To the City Commissioners of Charlottesville, Va.

When Mr. A. V. Conway was Mayor and Business Manager of the City of
Charlottesville, he made a verbal agreement with the property owners of the first black
leading from Monticello Road on Graves Street, that if they would lay cement sidewalks on
both sides of the Street, that the City would put in gutters and macadam said block. We
took it for granted that this agreement was made in good faith and carried our out part
of it immediately. The City, up to the present time, has ignored this agreement, although
we heve begged from time to time for some relief.

In view of the above, we the undersigned property owners on said Street
respectfully request that the City Commissioners carry out the City's part of this
Agreement and improve the said block.
