COUNCIL CHAMBER, September 2, 1918

Annual meeting for organization.

Those members elected to the Common Council at the regular municipal election held in this city on June 11, 1918, met on this date, according to law, for the purpose of organizing the Common Council for the ensuring term and to draw lots to determine those who should serve for how long, and those who should serve for the 1st ward, F. M. Huyett and W. M. Elliott of the 2nd ward; J. E. Gleason and W. N. Via of the 3rd ward, and W. M. Forrest and L. L. Irvine of the 4th ward.

The clerk stated that the Clerk of the City Court had duly filed with him a certificate stating that all the members had duly qualified, and proceeded to call the meeting to order, whereupon the following officers were elected for the ensuring term:
Officers.
President, Dr. W. M. Forrest,
Vice Pres. Lemuel F. Smith,
Clerk, E. T. Carruthers.

The Clerk was directed to prepare the ballots for determining the length of terms, nad [and] the drawing resulted as follows:
Terms.
L. F. Smith, 1st ward.
W. T. Elliott, 2nd ward.
W. N. Via, 3rd ward.
W. M. Forrest, 4th ward.

Those to serve for terms of two years:
W. F. Long, 1st ward.
F. M. Huyett, 2nd ward.
J. E. Gleason, 3rd ward.
L. L. Irvine, 4th ward.

The following offered by Mr. Long, was adopted:

Special comtee. [committee] to study organization and officers of the City.

Resolved by the Common Council, the Board of Aldermen concurring, that a special committee of three be appointed by said body, to study the city’s organization and officers with a view to making a report thereon to a joint meeting at which the officers shall be elected. The President appointed Messrs. Huyett, Via and Smith on said Committee from the Common Council.

The meeting then adjourned.
