Dear Sir,

While the "Alabama" was committing her depredations a number of memorials and affidavits, were prepared at this office and forwarded to Mr. Seward Secretary of State at Washington.

Among others was the case of the Schooner Starlight captured and burned off Flores Islands. The memorial and affidavits were regularly forwarded. In the Schedule was a Chronometer belonging to Mr. W. Williams and valued at stated at Two hundred and fifteen dollars U. S. Coin. Yesterday Mr. Williams called at the office and wanted me to collect of the US [Gov] for the same under a Power of attorney given to me by the parties interested. He stated that the Government had agreed to pay Eighty seven and one half cents per dollar, on all the claims duly presented. I told him that I had
