In addition, as my work on the City Plan Commission taught me, zoning laws are a more effective instrument for discrimination than the absence of a fair housing ordinance. An open housing ordinance in Whitefish Bay or Fox Point, for example, is plain and unvarnished sophistry without an accompanying land use plan which would accommodate those in need of appropriate housing facilities.
