racial equity in Milwaukee may be more myth than reality. While changes
have been made, they are not quite as dramatic as they have sometimes been
portrayed. Rather, the changes have been slow and incremental; and progress
made during times of economic growth is often lost when the economy suffers
a decline. And so, while the quality of life for Black Americans is signif-
cantly [significantly] better than it was twenty-five years ago, economic and social indicators
show that inequality and discrimination persist.
