To the Council and House of Representatives of the Territory of Wisconsin.
The undersigned citizens of Winnebago County in ? Territory respectfully represent: that the county in which they reside is at present attached to and forms a part of the County of Brown : that ? of the Settlements in Winnebago County are in the Fox River near its entrance into Lake Winne bago, a distance of about forty-five miles from ? Depere the [??] [illegible] of Brown: and an therefore much [uncommanded?] in the [transition?] of county business. The population of Winnebago by the census [??] completed, numbers [??] one hundred and thirty souls, forty of whom are probably [voices?], and [accessions?] are consulted? by [illeigble] to the number of persons now resident in the county. It is believed that by the time an requisition of the county could take place, we have [illegible[ now [south?] and a sufficient population will be found within its limits, to [??] in [provisions?] [illegible] of the powers of self government, in the imposition of [illegible] of taxes or
