Neenah Jan 29 1861

Messrs Sawyer & Pricket members of the Legislative Assembly from Winnebago County - Honorable Sirs We learn that a Bill is now pending your honorable body to legalize the Neenah Rail Road bonds - A petition has been circulated here & signatures obtained representing the object of the petition to be to get an act passed to change the bonds to other hands & not for to legalize said bonds - The features of the bill will disclose to you its bearings - What we wish you to understand is that the citizens of Neenah have been woefully misled & that all the dupes are not yet dead. Representatives were presented to induce the people to vote the bonds to the amount of thirty thousand dollars to the Chicago & North Western Company which have never been realized & had plain matters of fact been known at the time of voting said bonds as they have since been disclosed we are certain not 25 votes could have been obtained for issuing the bonds in the Town of Neenah. Besides the plain letter of the ordinance has been totally disregarded & consequently there rests not the least moral or legal obligation on the tax payers of Neenah to pay a dime of said bonds. Under these circumstance we ask you & others as honorable Legislatures not to give by your acts any binding validity to said bonds.

To the Honorable Legislature of Wisconsin sendeth Greeting

Whereas we understand that a Bill has passed the Senate to legalize the Neenah Rail Road bonds or the issuing of them to the Chicago & North Western Company therefore we the legal voters & citizens of the Town of Neenah do most earnestly remonstrate against any act of the Legislature giveing validity to said bonds or the issuing of the same as the conditions of the ordinance on which said thirty thousand dollar bonds were voted have not as yet been complied with such an act of the Legislature we feel would do very great injustice to your petitioners. And as in duty bound we will ever pray.
