Some one has said Let me make the songs of a
people and whosoever will may make its laws.
This is one of three striking sayings which are at
once seized upon and laid away as a final expression
of philosophical truth. but it without means nothing
for who could make the songs of a people any more
than he could make a people. The song is a
growth governed by laws as much as the nation
