to the Supreme Council, which has asked us not to
give it out here until the Council has made it public.
You might add that it will be obvious to Mr. Gerard that
in view of existing conditions it would be inadvisable for
the President not to comply with the Council's wishes in
this matter.

I return Mr. Gerard’s letters of December twenty-eighth
and January seventh herewith.

I can't actually read the signature but when I researched undersecretary of state in Jan 1921 Norman Davis came up. I could see the signature saying that name.
