Re East St. Louis riots. Writes at length on the abuses and persecutions
to which the Negro race has been subjected in the United States. Cites
instances of their loyalty in the past and assures the President that they are
no less patriotic now. Suggests as a patriotic and military necessity, that
the President ask the Congress to invest him with the power to prevent lynching
and to quell lawlessness and violence in all parts of the country during the
continuance of the war.
