I enclose a translation of the speech of Mr. Duvivier
who will be received by the President Wednesday at
2:30 o'clock, as Minister from Haiti; also for the President's
consideration a draft of his remarks in reply thereto.

Kindly send to the Department a copy of the President's
remarks as finally delivered.
