Referring to the Embassy's number
four hundred and eighty-two, February sixth, and
my telegram March 1, 1 p. m., respectfully re-
quest information as to whether President
Wilson will send telegram to Emperor. Telegraph
on the occasion of the death of Stelypine and of
Emperor's name day were sent direct from the
President to the Emperor. This Romanoff Centen-
nial is the most notable national festival since
the Emperor's coronation and will be universally
observed by whole Russian people and receive
official notice from all chiefs of foreign
