Dear Mr. President:

Tomorrow, March 6th, is the 300th anniversary
of the accession of the Imperial House of Romanoff in Russia.

The occasion is to be solemnly commemorated and our Ambassador
at St. Petersburg cables that congratulations from the chiefs
of other countries will be sent. I enclose a copy of a telegram
received yesterday from Ambassador Guild in which he emphacizes
the advisability and importance of your sending a congratulatory
telegram on this occasion. As the recommendation appears to be
practical and appropriate I take the liberty of enclosing a
draft of a telegram which, if it meets with your approval, can
be forthwith despatched.
