Subject: On behalf of American Jewish Committee calls attention to fact that
reported arrangement by number of banks in Fedl Reserve system
of a $25,000,000 credit to the Russian govt is, if not a breach of
neutrality, a nullification of the action of Congress 3 years
ago in terminating commercial treaty between US and Russia.
