Dear Tumulty:

Mr. Strunsky has entirely misinterpreted the
spirit and principles of this Government if he thinks
it possible for it to propose to interfere with the
form of Government in any other government. That
would be in violent contradiction of the principies
we have always held, earnestly as we should wish to
lend every moral influence to the support of demo-
cratic institutions in Russia and earnestly as we
pray that they may survive there and become permanent.
