RESOLUTION
ADOPTED AT A MEETING OF THE
INTER-PARTY LEAGUE FOR THE RESTORATION OF FREE RUSSIA
HELD IN NEW YORK CITY
May 17. 1918.

The League greets the President of the United States and
expresses its profound gratitude for his consistent democratic policy
in regard to Russia -— the policy which expressed itself in not recognizing
the so-called Bolsheviki Government as an organisation which
has usurped and holds power in Russia against the will of the people,
by sheer force, and which has brought Russia and the governmental
apparatus in Russia into a state of utter disruption; in not recognizing
the so-called Brest-Litovsk peace treaty as, an sct emanating,
on Russia's part, from irresponsible elements who were not authorized
to speak in Russia’s name, an act which is not recognized by Russia
and which is treacherous in its nature; in repudisting the idea of
peace at Russia’s expense, an idea dangerous for Russia as well as
for the democracy of the world, and in defending the idea of Russia's
sovereignty regarding her internal affairs.

The League recognizes the absolute necessity of concerted
and united action of all parties affiliated with the League in the
interests of Russia's salvation. The League decides to temporarily
cease all internal party strife.

The League recognizes that Russis's salvation is bound up
with and dependent upon the victory of the Allies.

The League is of the opinion that the best means for
securing and speeding this victory is the restoration of the Russian
front; that is, the practical rejection by Russia of the Brest-Litovsk
treaty which the Bolsheviki treacherously imposed on Russia.

The League holds that this task can be fulfilled only if
the Allies will render Russia active general and military help.
