My dear Mr. Tumulty:
The Russian Ambassador has just written me stating that the new Military Attache of his Embassy has not yet had an opportunity of being presented to the President, and asking when it would be convenient for him to present Colonel Nikolaieff.. The Ambassador adds that he will leave Washington for Boston on December 20th, and will return on the 24th or 25th instant. Will you please let me know the President's convenience so that I may inform the Ambassador.

Permit me to congratulate you upon your wise and noble act of recognizing the new government in Russia, the government of the people. The fact that America was first to recognize the New Russia officially will doubtless serve as a beautiful inspiration both in this country and in Russia. The men who are now at the head of the Russian government have been influenced by American ideals and guided by American traditions. The spirt of America is spreading abroad, and I jeel that you have done more than any American President to extend the influence of American democracy. Je vous remercie très sincerement des sentiments exprimés dane votre telegramme. Comme la Belgique les Etats Unis etaient avant la guerre étranger aux grandes coalitions qui divisaient le monde, mon pays a le premier et contre sol volonté été entraine dans la lutte parce qu’il ne pouvait accepter les conditions insupportables qui lui etaient proposées trente deux mois plus tard, et pour des raisons analogues la grande République Americaine vient de prendre le meme attitude a cause de cette similitude de situation et de decision je me rejouis tout particulièrement de l'acte que sur votre proposition le peuple Americain vient de poser librement.

I thank you most sincerely for the sentiments expressed in your telegram. Like Belgium, the United States were, before the war alien to the great coalitions which divided the world. My country was the first (being constrained against its will) to be drawn into the conflict because it could not accept the unendurable conditions which were proposed to it. Thirty-two months later, and for analegeus reasons, the great American Republic takes the same position. Because of this similarity of situation and of determination, I am especially rejoiced at the step which, upon your initiative, the American people have freely taken.

We all enthusiastically greet the momentous decision which brought the great democracy of the new world to the side of the justice of right, of liberty of small nations against only remnants of theocratic and paternal autocracy and of agressive militarism.
