My dear Mr. Moffatt :-

Why did our friemd Simms fall by the wayside? In looking over your previous letter I see that he was a good runner. Has he already run his race and become tired?

Your request that the scholarship intended for him be transferred to ------------ excuse me, but really I am unable to make out the name, meets with my approval and if you will give him a letter to me and ask him to call at my office in the Chancellor Green Library I shall explain to him the rules and regulations connected with the holding of the remission, which is granted for one year subject to the usual conditions.
