Sir:

Referring to your letter of 31 Dec. '89, relating to Senate bill No. 459, making an appropriation for the purchase of a site and the construction of a light-house on the headlands near Newport in Yaquina Bay, Oregon, you are informed that the Board considered this matter at its session of 3 March, and finds itself unable to recommend the passage of the bill in question.

Referring to the joint report of yourself and the Inspector of the 13th Light-House District dated 29 Jan'y '90, the Board at its session of 3 March '90 ordered that measures be taken to obtain an appropriation for the establishment of harbor lights in Yaquina Bay, Oregon.

Advertisement and formal contract will be dispensed with, as provided by Sec. 3709??? Revised Statutes, the case being one where immediate delivery or performance is required by the public exigency.
