Sir:

Referring to your letter of 9 June, '03, relative to the appointment of Mr. Fred J. Booth as Laborer to care for Yaguina Bar Range, Government Wharf and Middle Ground Beacon Lights, Yaquina Bay, Oreg., and referring to the Board's letter of 13 May, '03, in regard to the localities in which post lights are to be maintained under the appropriation for Lighting of Rivers, the Board states that Yaquina Bay, in which these light are situated, does not come within the localities named in the appropriation for Lighting of Rivers. These lights are therefore beacon lights, as you designate them in the first paragraph of your letter, and not post lights, and the Laborer in charge of them should never have been paid from Lighting of Rivers. Instructions in regard to the payment of the Laborer, and the reasons therefor, to the end of the present quarter, have been given in a letter dated 18 June, '03. Your attention is also invited to a telegram, dated 23 Oct. '94, sent to your office, in regard to these lights.
