California, has a standard, but the rest of the States
having a standard have adopted the New York
standard. The California standard is in the main
the New York standard, but it is differently arranged
and many of the conditions are changed. To change
the Standard Form of policy requires an act of
the legislature, but that has nothing to do with
the riders, such as the forms of the Bureau, which
are attached to the policy. Our forms, or riders as
they are sometimes called, when attached to a
standard policy, set aside frequently the printed
conditions of the policy, but certain rights under
the policy given the assured cannot be taken
away from him even by rider. Now the policy
itself is not a contract of insurance until it
has been filled in and signed. The blank
policy insures nothing until it is filled in.

Our forms are not contracts of insurance until
they are filled out and signed and [underlined] attached
to a policy. There are no booklets on the subject.

In one of your recent letters you said you
would be allowed 7 days leave at the end of
this month, but that on a/c of the expense, you
thought you would go to Los Angeles instead.
If soldiers can travel by rail for 1 cent per mile
we certainly want you to come home.
