Governor,
I have retained a copy of the opinion enclosed but have not sent one to Capt Wren, as directed by you [?], as my views differ from that I presumed you entertain, to wait until I hear from you. If you should, after reading my opinion think proper to send him a copy, will you have the kindness to have one made out by your private secy?
I have elaborated the opinion perhaps very unnecessarily, I did so, in order to place you in possession of the reasons upon which the opinion is based.
