District Council of Port Lincoln Minutes of Meeting held on 20th September 1946 Present Crs WG Morgan (Chair), Jas Doudle, KW Ford, RF Richardson, GC Smith & P Woods. Also Clerk AH Taylor & Overseer KS McFarlane. Minutes of previous Meeting and Special Meeting read & confirmed Financial Statement showed a Credit Bal of £4095.13.10 Correspondence - Re New Plant Highway Department - 1. In reply to Councils Telegram & letter, advising that Power Plant Ltd have been advised to arrange with the Council to supply a Roadmaster Power Grader and a Fordson Power Shovel, and also that the C/W Govt are being approached to make an Allis Chalmers H07 Tractor (Angledozer) available for the Council. 2. That Inspector Davis reports that the Northern Section of MR No 9 Lake Hamilton is in need os reconstruction, and that MR No 42 is in need of attention - and funds will be made available when the necessary labour is available. 3. Advising that Main Road Grants of £1000 for Road No 9 and £1000 for other Main Roads has been allotted for the current year. 4. Grant Winters Hill Road- The Federal Aid Road agreement for repairs to Winters Hill District road. 5. G in Aid- Advising that the amount allotted as Grant in Aid for current year is £281. Sand from Sec 76 Hd Mortlock- Director of Lands - stating that Engineer in Chief requires sand from Sec 76 Hd Mortlock, and asking if the Council would object to EWS Dept taking sand if the surface is left in a reasonable condition. Prop CR Richardson/ Sec Cr Woods} Council have no objection to Waterworks Dept taking sand from Sec 76, from a defined area to be arranged with their Officer and Councils Overseer. Carried.

Re Sect 78 Mortlock as a Reserve Director of Lands - In reply to Councils letter, asking the purpose for which the Council requested that Section 78 Hd Mortlock be declared a reserve - Clerk to reply - For a Recreation Reserve.

Cummins Subdivision Town Planner, in reply to Council's letter re Heidenreichs Subdivision of Block 10 of Sec 7A Cummins. Stating that he considered the size of the Allotments satisfactory and that they are in accordance with the provisions of the Town planning Act. Prop Cr Ford/Sec Cr Smith} That Plan A No 1444/46 being Subdivision of Block 10 of Sec 3A Hd Cummins be approved. Carried. Cummins Subdivision Town Planner, with a Plan No 314/46 Subdivision of Pt Sec 17NE FM Swiggs - which has been approved (Lots A B C D) Recd

Re Cape lily Secy Minister of Agriculture - That the attention of the Minister of Agriculture to the fact that the Plant Ornithogalum Thyrsoides, Jacq. Commonly known as 'Cape Lily' is growing within Council Area, and it is desired that measures be taken to prevent its spread. It is requested therefore that the Council take Steps to eradicate the Cape Lily Weed, by taking immediate Action. Clerk to enquire if this has been declared a Noxious Weed before taking action.

Post Office at Coffin Bay EHD Russell, MHR Advising that the Deputy Director of P. & Telegraph has approved of a Non-Official Post Office be established at Coffin Bay This will operate as from 2nd September 1946 and will be in be charge of Mr MT Morgan. Received

Corporation Re Tourist Roads Corporation of Pt Lincoln - Stating that following the recent Conference with Council in reference to Grants for Tourist Roads - that Mr DK McDonald stated that he would be prepared to tender for work on the Coffin Bay Road, if a grant were made available, and asking to be advised what action has been taken by the Council in regardto Coffin Bay, Winters Hill and Sleaford Roads. Clerk was instructed to reply - That advice received by the Council was that McDonald could not undertake any road Contract for some considerable time, until his present Contracts are completed, and as there is no plant available to do this road at present - no application has been made for a Grant. A Grant of £300 has been approved by Commr Highways for repairs to Winters Hill Road, who understands that the Corporation of P.L. will make their Tractor available to the Council for this work. Sleaford Road - The Councillor for this Ward and Overseer have marked out a proposed Site for a new road from the bend in the present road for approximately 3 miles in a direct line to Sleaford Bay, for submitting to Highways Dept for approval.

Land for Widening Morlock St Cummins AE Siviour Cummins - with forms - Application for Consent to Purchase, and Contract Notes in duplicate of 1 Acre 20 Purches, recently Surveyed by CL Alexander for the purpose of widening Mortlock Street leading to the land for a Show Ground, and offered to Council for that purpose @ 12 per Acre - For Councils consideration and agreement. Prop Cr Ford/Sec Cr Smith} That Council purchase this land for the widening of Morlock Street for the Sum of £13.10.0 and the Forms received be signed accordingly. Carried.

Telephone Line on Road F.EA Dahlitz applied for permission to erect Telephone Poles along the road between Section 1W and 1EW Hd Cummins Prop Cr Ford/Sec Cr Doudle} That permission to erect the poles be given subject to the usual conditions. Carried.

DM McSweeney - In reference to a drain from Walkom to Walter Street Cummins draining water on to his property and requesting that the drain be closed - This was held over for a report by the Overseer. JT Nelligan - Complaining of a gate on the road leading to his property Sec 13 Hd Morlock. Ramp to be erected Prop Cr Richardson/Sec Cr Smith} That AG Strudwick be instructed to erect a Ramp on this road, otherwise the gate will have to be left open. Carried

Gate on Road Kiana EJ & WG Nosworthy Requested permission to erect a gate on the road adjoining Section 39 Hd Kiana, on the east side of Lake Hamilton Prop Cr Doudle/Sec Cr Richardson} That permission be granted under the usual conditions. Carried.

Apex Club - permission to conduct an Anti TB Petition near the Polling Places in this District on Polling Day - Advised that council have no objection.

Application to Lease Road SC Grosman - made application to lease portion of road between Sections 6 and 9 Hd Lincoln. This was held over for a report by Overseer. Surveyor General - In reference to Plan No 37 and Closing of Portion of road at Proper Bay - stating that he has no evidence before him that the Closing of the road is necessary, and requesting Council to submit any evidence, or possibly the Fish Coy could submit their Case direct to him. Clerk was directed to reply, and also to let the SA Fish Co Op to have a copy of the letter from Surveyor General and request them to put their case to him direct.

20 Sep 1946 Pipes Along Road WH Harder requested permission to erect a pumping plant at the spring near Little Swamp School and lay a water pipe from there for about 300 yds along the road to Green Patch to supply water to his residence Prop Cr Woods/ Sec Cr Ford} That permission be granted. carried

Rubbish at Cummins FL Fuss Cummins wrote in reference to rubbish being deposited on his property Section 8E Hd Cummins This was held over pending an interview with Mr Fuss by Cr Ford and the Overseer.

Footpath Cummins Secy Progress Assoc Cummins pointing out the bad state of the footpath and the approaches to private property in Main St of Cummins. Also requested that the right of way next to Commercial Bank be completed. Scrub on Road Also that scrub be cleared along Warrow Road so that trees can be planted, and that arrangements be made for the watering of trees that have been planted on Tumby Bay Road. It was resolved that Progress Assoc ascertain if the owners of property in the Main Street are agreeable to pay for pipes to be put in at the entrance to their property and further consideration of the requests was held over for a report Repairs Road Edillilie to No 9 Prop Cr Richardson/ Sec Cr Smith} That as heavy traffic in carting pipes etc by Engineering Dept has cut up portion of road from Flinders Highway to Edillilie - and it is in need of considerable repairs to approximately £100 That in view of this road being shortly placed on the Main Road schedule and coming under the Post-War 5 Year Road Plan the Commr Highways be asked if the cost of these repairs can be charged to the Main Road grant and if not, could a grant of £100 be made available. carried
