the minds of the people, assuring them that I had every reason to believe, that government would affoard [sic] them every kind of relief in the most speedy & ample manner.
Their patience is worn out, and the enemies to Government is in an indirect manner making no little use of the opportunity to sower [sic] the minds of the people - The emigration throughout the whole of the Winter and Spring to this Country, is beyond the most sanguine expectation
