Dear Sir; By request, of Major D. S. Jennings, who is an applicant for the executive appointment of atto Genl for this District, I take the liberty of saying to you that I have no hesitation in believing him to be well qualified to fill that office, with credit to himself, and to the entire interest of the State. He has been a resident of the District, perhaps, as long as any member of the bar now in it.
